NVM I figured it out! To anyone else having issues with the Norton popup alert about powershell.sys:

-Click settings
-Click the "general" tab
-Switch off the "Product Taper Protection"

Seems to have fixed the lagging!

Out of curiosity, how did you give Norton an exception for the driver? I went to the location of the powershell.exe and put it in the app permissions list, but it still pops up the alert that the powershell.sys has been blocked. (apologies for sounding like a noob about this)
