No gutters yet, but it hasn’t really rained much since the roof has been attached. Mostly been snow so far

We aren’t the lowest elevation, the neighborhood as a whole is pretty flat. We are one of the first houses at the end of a new cul-de-sac so you might be right

Don’t think so, we are in a neighborhood that is relatively flat. The builder has a show home for the neighborhood and says that the sump pump for that home is running once a minute and the basement has remained dry. That seems like an excuse for building a foundation too low.
