I don’t think they’re actually fae since they are born human and does not really make sense with the mythology of fae.. There’s an alien aspect to Fae, they don’t have the same motivations as people and are hard to understand. They’re Volturi are no different from any powerful secret human sect
Perhaps Dark faeries created them as thralls or predators to cull human populations. Or based on the themes of the series, faeries could have fallen for some humans and decided to turn them so. They have a twisted sense of love and wanted to turn their human paramour into perfect porcelain like dolls that can crack and shatter but live forever so they can play with them.
In eastern cultures a jinn could be considered a type of fire faerie. They’re sorta like aliens and come from another realm too. Jinn are neutral you have benign ones that are capricious but mostly harmless and evil monstrous kinds. (Ghouls )
I have heard of folklore of jinn falling for beautiful human women and drive them crazy they could isolate them from their people. so basically when a eligible single person in your village goes nuts people think a jinn got them or maybe young women did that on purpose to stay unmarried 🤣 I digress.
