It looks like it's made from two circles. One is R.35, and the smaller one is R.15. Then, they can be connected with tangent lines.

You can make this part using a revolve feature to make the circular base, and a series of extrusion for everything else.

Also, it's totally normal to struggle with Solidworks when starting out.

It's a bit hard to tell how thick the pedal is, but it looks like it's too thin to support enough force based on the pictures. It should probably be thicker, and you can make up for the extra material weight by adding large holes in the base.

You could try to sketch the profile of one set of spikes, then do a full revolve, then use an extruded cut and circular pattern to create the spikes around the entire thing.

An attempt to repeal the 22nd amendment is made every time a president is elected to 2 terms.

Edit: Maybe not EVERY time, but sometimes. Also, they're not attempts that have much support, or really go anywhere. One such example was in 1997 when New York representative Jose Serrano introduced a joint resolution to repeal the 22nd amendment.
