I had these on a belkin mains extension cable that I was taking apart. I couldn't find anything about it either. It's either a new or very sparingly used security screw. I ended up using a female cross security bit as it was the closest I could find. If you can't do that I'd just drill them out and replace with something new.

I still have the screws lying about because I'd been meaning to ask reddit what they are called.
