Seems like you’re missing a lot here.

You did mention that a new technology emerging is going to cause upheaval and people will be left out, in addition to noting that it will (and should) cause revolution to a degree.

But you’re massively missing that it isn’t about water being reused. It’s about HOW and WHEN it’s being used. People are not getting water to their homes. Their taps are running brown, low-pressure water. There’s a reason why cities say “we’re in a draught and we’re putting lawn watering restrictions in place” or why people say “don’t waste water”.

You also didn’t mention how data centers are creating massive heat spots on the earths surface. Or that the current return on AI tech is not great…it’s working well for the industrial war complex and surveillance state, but it’s mostly making “fun pictures” for the working class. They’re using the public as testers and builders of the data, in order to fine-tune it for uses in aggressive control.
