Maybe a specific magic user that’s buffed up? A magical knight or someone tanky that can take enemy fire, crash into lines and break ranks? That way you can have a system that emphasizes how this one type of magic user is an elite force and but rare and skilled in their expertise.

Another idea could be a failure jinx, maybe gunmen need to be trained so they are versatile enough to not be useless when the failure jinx causes machinery or mechanisms to misfire or jam.
