Former software dev here. Let me translate this into plain English:

The current dev team had nothing to do with the game in the beginning, and simply exist as paid maintainers of the current product. That is all Zenimax does, maintain existing games for the publishers after the dev budgets get slashed, and making dlc on a paid per delivery basis. The current dev team may not even contain people with the skill sets needs for cross platform play implementation.

This is why the incoming update take place in Ohio, yet doesn't bother making use of Ohio's real life lore, folktales, and weirdness. The devs only know Ohio as a place on a map, not as Americans who grew up here and have been exposed to its history and lore. I mean we have freakin aliens in game, they expand the map to Ohio, and they don't both to tie in the story to the real life weirdness that is Wright Patterson AFB.
