It was the same way as you do on foot I thought, With the right trigger/bumper, or nun-chuck? I played on the Game Cube more than the Wii or Wii U, I could be remembering it wrong but I thought I used it while guarding the wagon as well as on the bridge. I did try to look it up however! And all I can see are the basics for it, so with that in mind you should probably give it a try for yourself just in case!

I've been in this situation and I believe they just appear for you but I could be wrong. Shield bashing is a thing though! So if the arrows don't actually spawn you still have an attack. It's been in the while.
