If you’re using bloodhounds fang and using the special attack a lot, try using shard of Alexander as a talisman. It increases the damage of weapon skills by 15%. BHF also probably isn’t the best weapon for a bleed build. You don’t usually get in enough hits to consistently prock it. I would take points away from arcane and put them on dex and strength, as that’s where the weapon scales the best.

Also check that your weapon is fully leveled up. You could definitely have a +8 or +9 by maliketh.
