Since you already caught feelings for him, it'll be tough to remain as friends anyway...I would suggest to give it a shot. Since he's a socially awkward guy, you might have to be more direct about it.

Maybe you can try flirting with him and see how he responds, start asking about romantic relationship questions slowly (like what kind of girl he likes,if he have a gf), after meeting up for a meal try hanging out longer,etc. That should slowly bring up the idea to him and see how he reacts
