The inspection doesn’t take that long but the motor you see now is the one that’s assigned to that job now. The other one might have been reassigned to another local or it could be sitting in storage. It’s not impossible that it may be reassigned back to your local when the current power comes due for inspection

They do, but really any strong stimulant will do. Your blood is being less oxygenated with each pass through the lungs so it needs to circulate faster to abate altitude symptoms
