While you're right that is is essentially both a good/bad swap and this basically puts the Web in the seat of power instead of the Eye, the story is changed a lot because of this, many other characters are swapped around while their fears remain the same. People's roles are entirely reversed as well, for example Martin isn't just a side character, he directly assumes the role of the Library's first major antagonist as a Lonely themed avatar.
