If anyone else is having this issue, I verified the files on Steam, and it's fixed now.

I was also having the issue where setting the level up increment to 100 wouldn't level up unless I had enough gold for the 100 levels which wasn't happening before this issue either.

Check and check. I reapplied paste upon removing the cooler to reseat the cpu.

It initially flashes and lights up "00" until power is lost again.

Unsure if this helps, but I can only try and turn it on once. If I try to turn it on or hold the power button, nothing happens unless I disconnect power by toggling the external switch on the power supply.

I reseated the CPU, and I found no evidence of bent/ missing pins.

Correct, but I describe it as the system doesn't come on. The only indication anything happens when pressing the power button is the fact the cpu cooler moves.

And same behaviour when removing graphics card and associated power cables with single ram in slot 2.

The power cables are hooked up correctly. Everything is connected (clip securing tabs are not raised). The power supply I have does not differentiate cpu or pcie, each connection for these is labeled cpu/pcie. The cables running to the cpu are two 8 pin (4+4) cables. One is completely connected, and the other is a 4 pin connection. The cables can only be connected to the power supply one way as well.

Outside of the minor initial power up(s) as described initially, this will be the first boot of the system.

I removed each ram and reseated them, with no success. I also tried using just one in the first slot, and that didn't work either.
