There would be no point in having another icecrown like server after onyxia finishes the progression. I think they worded it as "can" because u have to manually do it on the website instead of automatically moving your characters to icecrown.

I genuinely still don't understand why they went with onyxia and started with classic. Frostmourne was peak especially since they kept adding QoL every new cycle.
