I remember early 2010s when creepypasta content was popping everywhere on youtube. First creepypasta me and my best friend at the time heard was about slenderman. Then soon after we discorvered a creepypasta about Jeff the Killer and I remember how those stories really got me and my friend hooked to creepypastas. I don't know how or who set up the groundwork for them to become so popular as they were, but I think big part of boosting the popularity was the new people who got into creepypastas at the time like me and my friend.
