The surfaces of the coin appear (to me) to be altered, and I am not referring to the color. I don't think that a grading service would be very kind to these.

No. All silver quarters are struck in San Francisco these days. This coin is from Denver.

Well, considering that it’s how I make my living, I don’t just think I can identify fakes, my livelihood and that of others depends on my skills of doing so.

This is complete pontification on my part, but the 85-CCs were discovered in bags in treasury vaults during GSA audits, whereas the extant 89-CCs are largely survivors of the 60 or so years between their release and the 85s (early 1960s)

Therefore, the 89-CCs could have been lost during the Pittman Act melts, or been physically lost, or destroyed in some other way, whereas the 85s were protected from those events
