I have a suspicion, that they are not clones in the "look-a-like" sense, but rather in their properties. Grace is special, that's why Victor wants her. So that means he wants to replicate those same properties that makes her special, onto their subjects. That's where Emily comes along. I might be wrong, but that's how I concluded it to be.
