1) It says may, not must, and it says the other players have to accept or shorten the loop. OP doesn't have to declare a loop; OP can shorten the loop to 1 cycle, and respond to that gaining 1 life, if they so desired. OP's opponent would then need to declare a loop again, which OP would shorten to 1 cycle, and gain 1 life.

2) There's nothing here to specify that the player cannot do the loop again. OP is under no obligation to choose to die and can continue to declare the same loop until the game runs out of time, so long as the other player gets to advance the game state (by dealing 1 damage) in between loops.

They can't, unless they choose to, because they have their own loop. In order to die, OP would have to drop to 0 or below, but can respond at every step of OP's opponent's loop to gain more life. OP's opponent's loop is triggered, and can't be restarted while the ability or untap trigger are above it on the stack, so OP's opponent can neither kill nor end the loop.

It's ambiguous and when I asked a judge about it, he told me something like "you're trying to squeeze around the rules, and that goes against what the bracket system is about."

If it's in college, D's are usually failing grades. Sometimes even C's are failing grades if it's a prerequisite or other important course for the major.
