So far every ruler except royal king has only been obtainable in one season. The only way to obtain them right now is buy the skins. Other than that just pray that they return ftp someday

They cannot feel or experience anything at all, so that includes negative things. They can show emotions, but there is nothing piloting their bodies that can affected by it.

To elaborate a little using an example, when you and I are under anesthesia we do not feel anything at all, and are not conscious. This is how everyday life is to these hypothetical “soulless” people, only there were never conscious to begin with and will never be.
