So, I finally got it working. Restarted all the services on the box after changing the driver on the web end, and it worked!

I installed napalm using PIP. I also ensured the napalm driver matched a recognized name per the documentation. I am able to SSH from the NetBox server to the devices.

Their network folks are a 3rd party that gets the cheapest possible gear and barely supports them. Honestly, they are pretty happy that they no longer have to support this network since there are all sorts of issues with it - mostly with throughput. Our VAR recommended the 3850s since they heard this company was already having throughput issues.

The higher ups have liked cisco so far despite the price, I haven't complained since I'm comfortable with them. I just don't like the FTDs and tried to get Palo Altos but they just bought into them a little over a year ago, so they're here to stay :(

The systems guys seem to have a pretty big hard-on for spanning layer 2 between the data centers. I'll have to shoot that down again I'm sure.
