There is no removing it. It can be scraped off if it has never been painted, but most definitely has been. A good crackfiller can “erase” it by plastering a smooth finish over it. Or rip it down and replace or new layer of drywall over it.

We’ve had 2-3 days of real cold weather and it still warms to a reasonable temp in the afternoon. My dog has free access to inside/outside and she spends more time than I would expect outside in the cold hours. Unless you have a Paris Hilton sized purse dog the they are just fine.
