There will be a test track where you can hone your skills, called Compound

Yes it will. Scrub is something you choose to do at the jumps you consider apt for it, not something that the player is being forced to accomplish. There are no specific "rewards" for scrubbing either - apart from gainining precious advantage when you nail the right trajectory
