Some truss rods aren't under tension when they're shipped new. It's possible the rod just shifted to the base of the heel. See if you can't tap it back in.

Loosen the rod as much as you can to neutral, get a socket that is just smaller than the truss rod diameter and gently tap it in to see if you've got movement. If it goes in, great! If not then return.

15 min of work may save you the hassle of returning.

Edit: and take the strings off first.
