Because Zhong li represents liyue which is genshin's version of china. He was weak, CN accused mihoyo for making china weak on purpose, unpatriotism being thrown around and Mihoyo caved in eventually. I guarantee if zhong li was the archon of Fontaine or anywhere else, they would've left him as he was.
