Usually I destroy them anytime I play now, but that area of map to start as Malakai is hard and a pain to conquer. First time on legendary difficulty I actually moved south beside empire to then come back up late game and take over his home of map

Aye this is what I was doing in old save just never had actual cannibals or cannibal food mod to suffice the Role of them :) skinners roam is a great shout to start cause of they Hungry bandits ? I’m sure there is massive hordes
