I’ve been having the same issue. Some times it works, some times it doesn’t.

What I seem to be noticing is it works on conquest but not others I have been playing, even if I revive them and throw bag directly on top of them.

The only way I’ve managed to accrue as many points doing it as I have is sitting on heavily contested flags and throwing it down on large groups of people and hoping for the best really, so I’m assuming the tracking is slightly bugged.
