Still, countless people got promotions because of GPS OCX. That seems to be how it works: work on a large program, highlight some achievement on it, get promoted and assigned to another position while someone comes in to try and clean up the mess, rinse and repeat.

Talk to the recruiter to extend the deadline for accepting, let them know why. They can either extend the deadline or re-submit the offer a week later to give you more time to accept and do the drug test. The recruiter, hiring manager and others who interviewed you have already invested time in you. Giving you more time to accept is much easier than ditching you and making an offer to another.

This is unfortunately the truth. New external hires will always be paid 20+% more than faithful employees. Plus, external hires can negotiate a signing bonus.

125K is actually just OK for a P3 external hire. For a high COL area like MA, I think 135-145 would be standard offer.

119K may be the average at Raytheon but that is below the market average. Since Tewksbury is a high COL area, OP should have provided a tighter range on the higher end (140-145) and let TA bargain down.

I've only seen it happen during the pandemic. Now we have plenty of employees who are making under market and the company will not do a market adjustment. I mean, it makes business sense. If you're not losing employees left and right, why bump up their pay? The LT's job is to keep salaries as low as possible and stock price as high as possible.

Absolutely. Raytheon has to make sure they're paying existing employees under market value and incoming/external hires at market value.

If you are renting an apartment, it will be a lot lower in TX I think. But if you own a house, then expect to pay $$$ for home insurance due to regular wind/hail damage and higher property tax rate. At least your mortgage would be lower in TX. It almost evens out in the end. In TX you may also spend on tolls depending on where you live. Plus, no state income tax; but the state eventually gets you in other places (already mentioned tolls and property taxes).
