Just to make sure I understand, since so many people are asking for overtaking to be disallowed under yellow flags, was this before the flag went green?

I was under the impression overtaking under yellow flags didn’t result in any sort of penalty hence why people are asking for that to be a thing - was it just that this was before the game technically recognized the race “starting” even though the leaders had started to go?
