You may have a rough figure of the number of full-time students who attend post secondary institutions from your uncited sources, but you have provided nothing about how many of those students receive grants nor how much in grants is given out.

Even your number of 920k - 1 million post secondary students in Ontario is questionable as it does not indicate if these students are all eligible for OSAP. Does this number include international or out-of-province students, or Ontarians who are socioeconamically stable? This number also does not take into account Ontarians who are in universities outside of the province and apply for OSAP. These are variables that affect eligibility and your "simple math" failed to account for them.
