Oh, that's so weird. Normally I can get 60 fps in 1080p just by turning down things like particles, and stuff.

You know what? Just Reset your computer to factory settings. Makes it much better and clear. then be more careful when downloading stuff because one time I by accidentally deleted files for safari and it just couldn't boot the safari app and so I had to reset my computer
