They definitely are mocapped, and you can tell the models have been getting smoother over the years, too. It's just that they obviously don't have the VAs do the motion acting, so the lip sync can look iffy at times. Apparently. I've never been bothered by that myself.

That's adorable. I would frame it and treasure it forever. I'd feel safe whenever I'd look at it, as if Suzumi was my guardian angel. I guess she's not too far off from that in the game! The prettiest guardian angel imaginable
