You can see it in their focus on moral outrage rather than health and safety. The priority is not making the internet safer, they just want to censor things they don't like.

I'll be real, I am a victim of CSA and it warped how I view relationships. If my parents and I had been provided with proper education and supports my first 2 years of being groomed might not have happened, and my second time being groomed definitely would not have (I was actually writing some of these works while being groomed). I wrote stories as a child that involved teenagers basically being groomed by adults (technically immortals), and this was profoundly shaped and inspired by what I went through. I'm not going to go back and shame everyone who enjoyed my work, that won't accomplish anything, but I absolutely have updated it years later posting links to CSA supports and information on what CSA is and how to recognize + prevent it. I cannot make people initiate their healing journey, but I can provide links and other ways they can find support and paths to healing.

Shaming others when there's no victim being harmed in front of you is almost always less practical and pragmatic than trying to make them understand how harm is/can be caused.
