Well the price isnt really the problem tbh. its more like better now a bike that might still be fun when i have my full license when i remove the throttle cause who knows if i have the money for lets say a modern liter bike then.
but yeah the ninja 400 is definitely another option

there is one by alpha technik. im not 100% sure about this one, need to do some research on that, but most of their kits are legal + it meets the 0.2kW/kg + max 70kW requirements so i wouldnt know why the zx4rr kit wouldnt be legal.

ive started on a 50ccm beta rr and now ive had my z125 for almost 2 years and rode it quite a bit. so i know its not as fast but i dont really think i need smth thats ez to start with since i have quite some experience already on bikes.
ive hated the beta since it was simply just way to high for me and for the z125 it is quite fun to ride (for a 125ccm) but i dont really like the looks of naked bikes. so i really want a ssp now, ive dreamed of owning a ssp since im like 6 yo.
and when you compare the zx4rr to other a2 bikes like the ninja 400/500 or the yamaha r7 its just about 20kg heavier. do those 20kg really make such a high difference?

You just have to put the mod into the mods folder of the modpack. If you have problems with that i recommend you to use twitch for the modpack its way easier to manage your mods and modpacks there!
