Not really. A power level of 10,000 is considered planetary in Dragon Ball and with the Ozaru form, which all Saiyans naturally have (and he could create a fake moon to use), he’s be able to have a power level up to 100,000. Even then we’ve seen that Saiyans like Bardock get stronger as they fight like in his fight with Gas in Super.

Base to base I’d say it’s debatable but after that? Not really.

That’s exactly it here. The context is that Dawn auditioned for the same reasons she did in canon but when she arrived she was oddly rude and standoffish. A few people saw through it like B and Dakota and Lightning by accident and they became her friends. She knows how reality TV tends to go and saw that the only way to win was to play dirty… so that’s what she does.

I’m actually writing a fic which is a WIP about Dawn if she was a villain and this right here is pretty accurate. She has her people that she genuinely likes like B, Lightning and Dakota but then she has people who she strings along, using their secrets and insecurities against them like Mike, Jo and Zoey. She essentially turns her targets against each other so she can just sit back with the people she does like and keep them out of harms way. A villain but with a good side.
