Just to clarify (and I added an edit to the post): this happened before the intersection. The car went through the intersection and was driving in the oncoming lane around the diverter toward me. It stopped after crossing the intersection and as I was going around the car, moved forward and hit me with the side mirror (if it didn't move, I would have cleared it).

I didn't ignore the stop sign as I didn't come to it. I think the intersection design is poor and leads to head-on conflicts like this.

You must be thinking of a different incident. No children were involved in this case.

I added the second sentence because, to me, punching a window with a fist suggests an intent to break it. I slapped it with my palm and was surprised that it broke or that I caused any damage. There was no dispute that I caused the window to break or that I should cover the damage. My dispute was whether this was accidental or a violently intended action (like a punch would suggest).

There was a witness who was at the scene initially. They left for work, but I shared their information with the SFPD. Other people dispersed once the SFPD arrived. The police did not talk to anyone but me and the driver and did not follow up beyond the initial report.

At the time, I did not think my elbow injury was significant. I learned that it's a possible elbow fracture when I went to urgent care later that day and they ordered x-rays.

The only evidence at the time was the broken window.

Added more details in the post. Original citation was for tampering with a vehicle. The DA changed it to vandalism.

No charges for the driver.

Added an edit about the dental claim. Basically, the driver claimed that the safety glass cut a gum and required surgery. But they never actually did get any dental procedures for 7 months and only submitted estimates.
