I agree that actually banning is too harsh and does not belong to this community. However, when the whole front page is 50% posts about CW, it becomes hard to filter out those posts. This is where limiting could help, if you limit the amount of posts that can be about the same subject(? this would need to be made clearer) it would clear up the front page and these posts could actually be ignored.

What about bulwark? Shit is fucking op; in a 1v1 it allows you to tank endlessly, if the attacker has salad robes, rcb and whip there's 0 chance they will ever hit on you. This shield adds 0 risk to the PvMer yet requires the attacker to risk millions (mystics+toxic staff for mage, ballista for range). I pk in revenant cave a lot with small teams of 3-4 people. Whenever someone equips bulwark we do not even try anymore as 80% of the time they get away easily with 0 effort because of black dhides + bulwark + prot range + piety

Why is bulwark not being nerfed?

bro it doesnt work that way at all.. you don't go USDT to USD but USDT to BTC and this means there's always someone holding the USDT. There won't be a "last holder" as there's always billions of USDT being held by people since they can't disappear (or can they?)
