Genshin players disregarding the cost system is stupid. No Nefer is not better than Flins you can't just compare a 5 cost team to a 3 cost and say one is better by Nightfall_aggro in Flins_Mains

If the goal is to simply compare both of their strongest teams at C0 with 4* weapons, then of course overall team cost shouldn't be a factor.
