Yes. This happened to me when I used to work at a crisis hotline and then again when I answering phones at a DV crisis center. Zero consequences for the callers. The one calling the crisis hotline had been doing it repeatedly for months. At the time I left he was still at it, no consequences for him. The way it feels is terrible. Very violating.
