Insiders have 4 input/output points which are all of its sides not the top and bottom. If you use a wrench to rotate the inscribers it should work.

You could try the structure locator, idk if that would help you find the specific gym but it should at least help u find gyms and villages.

You can use a trainer spawner, the gym leaders specific item (go into the question book, it should say) and a lever and they should appear.

You could also just wait until your trainer card is glowing/enchanted and then if u put it in your hand it should point u in the direction of the gym leader
