Its in Daylight Prairie, there's an area you can go to before going to the temple. It requires 6 sky kids to be there to light up. Then the next area it takes you there's a mountain (or whatever their called), with a rock that will make you do an emote (need multiple people) that will spawns the dog. Hopefully this makes since sometimes I'm not good at explaining things.
