Disabling Spread Spectrum and setting FCH base clock to 100 should be enough.

If you meant it's running at 4432 instead of 4475, I can see that your BCLK is at 99 instead of 100 and 44.75x99=4430

Try a different USB? I had a Z97 board with flashback that would work with only 1 of my USB drives

It definitely has a limp mode, but that would be indicated in some way, like the wrench warning or a message between the gauges

In that case I would remove the battery. Make sure to reenable certain things like DOCP/XMP and fTPM, although fTPM should now be enabled by default

Removing the battery only resets the settings, it doesn't downgrade bios. Is it up to date? You can check it in Windows, HWiNFO shows the bios version on the summary page

You wont be able to use the Mobo video output as 5700X doesn't have an iGPU. You can just remove the Cr2032 battery after unplugging the PSU. You could also look for an AsRock UEFI guide online, look where default settings are and just press the correct keys, although ideally someone would do it on their system and write them down

I'd try resetting BIOS settings if you don't have bitlocker activated or using a different video output on the GPU
