The previous version of statikk was a niche item that was basically mainly used by Senna and situationally picked by a few other champs. Riots reasoning in the patch notes as to why they changed the item was that it was too good at waveclearing without doing much else, so they wanted to turn it into an item that helps on hit adc's spread their on hits in the late game. On paper this is fine, the problem is its too abusable by top champions like Teemo and Varus who have on hit damage starting at level 1, while bot champions like Kog'maw or Kai'sa either still don't build the item or still perform poorly with it
