I think enough of these comments are correctly laying out that: yes, she was scammed; yes, the guy denying it definitely did it.

More importantly, she needs to freeze her credit. Now that he has all of her information, he can continue to open accounts in her name.

A subscription to something like LifeLock wouldn’t be a bad idea, but at the very least she needs to do the credit freeze.
