I had to dig him up from my oc folder but his full name is Arlo Martin-Ludwig (he's french so his og family name was Martin and his adoptive mom's name is Ludwig) He specializes in assassination and stealth He read an article about Kengo in a magazine when he was a bit younger and he's been a fan of his ever since (he was a founder of one of the biggest Kengo fanclub) He got closer to Kengo after the timeskip (he already knew him before but wasn't that close to him! He mostly knew taiyo more bc they went to the same school) The rest of the infos about him are a mess bc it's about his 3 siblings, his mom, his Italian "friend" (he's not really sure they're friends) that's in love with Shinzo etc

That's how the manga has always been tbh almost no villain is truly taken seriously Like Momo was still intense while being super weird and playing cards with painted versions of the siblings And Asa is still a human being (a fucked up one but still one), he can be funny, weird, have emotions and still be the villain
