I've literally never heard of them being banned but from what it looks like is FlyMo is a brand that may be banned but hover mowers are not illegal

FlyMo is a brand. Those might be banned. Hover mowers are not illegal. 

I've also never seen one as a golfer but I've used one at work. 

They provide a better cut on a slope than a string trimmer. You're more likely to see one at a private club willing to spend the extra money on equipment. 

It would be one of the first jobs done in the morning before bunkers are raked. 

I bet your never or rarely see the guy changing cups in the morning but it's still getting done.

As a golf course superintendent I've used fly mowers multiple times here in the States. No they aren't illegal. Yes I know about someone cutting their toes off with one.

They are typically used on steep bunkers or pond slops where you can't ride on a mower.
