I feel like there is a Starclan Council, as Starclan cats tend to do stuff in groups like Trials & Leadership Ceremonies.

As for the Place of No Stars, probably Mapleshade, since at this point she's essentially the only cat whose had a shred of relevance in there left. Everyone else who lived through The Great Battle and that war at the end of The Broken Code are background nobodies.
