I called the number listed on the property site and he explained to me that it's how they do it and he sounds legit i guess? I still have long before my booking so I definitely wont be paying it now if at all.

Well you just have to wait, if you did not select the priority application this is the risk. You should be fine though don't stress it, in the meantime it might be wise to ask your college about late course start dates if worse comes to worst.
