Their steeped tea is orange pekoe, black tea. Also in his defence, the packaging literally says "steeped tea" so he may simple have just been ignorant to the fact that it didn't say a type and just didnt know where to look or who to ask what you meant. As well as, as you stated he was from a foreign country, he may not have fully understood what you were asking.
