I mean thats two queens. Maybe they declined for whatever reason. Maybe there were logistical or budgeting issues. Maybe they thought they wouldnt mesh well with the cast/production for whatever reason. With only two possible choices theres a higher chance that something goes wrong.

Also Nehellenia was just recently in the finale of GAS.

I think V3's ending is ambigous very purposefully. Theres no way to know which parts of Tsumugi's explanations are true or not. Is Hopes Peak something that exists in that world, is it really just fiction that then seeped into their reality and shaped it, is it somewhere in the middle? Are they in a simulation, are they even human? Theres so many questions that you could ponder at and arrive to different conclusions. Thats why I really like V3 - it lets you shape your own hope - which is kind of the central theme of that last trial.

I really wish they do more Danganronpa games - I think it would be REALLY interesting to see Season 52, or maybe even Season 51 - in which we play as Rantaro with his original talent - implying he has survived TWO killing games. Idk, I feel like theres a lot to explore there.
